Amends Arizona Revised Statutes section 15-1626 to require the Arizona Board of Regents to adopt rules allowing students to obtain exemptions from paying student activity fees if payment would violate their conscience.

Establishes minimum categories of students entitled to student activity fee exemptions: veterans recently returned from service, recently married students or new parents not participating in student activities, students with religious or moral objections, students demonstrating financial hardship, and part-time on-campus students.

Defines "student activity fees" as any fee charged by public universities used to support and facilitate student expression and activities or student organizations.

Maintains existing Board of Regents authority over tuition, fees, curricula, personnel, and university governance while adding the conscience exemption requirement to the tuition and academic fee-setting process rules.
