Raises the legal age for purchasing tobacco products, alternative nicotine products, and vapor products from 18 to 21 years old throughout Arizona law.

Defines "alternative nicotine product" as any noncombustible product containing nicotine intended for human consumption, excluding e-liquids, vapor products, and FDA-regulated drugs or devices.

Prohibits self-service displays and vending machines for tobacco, alternative nicotine, and vapor products in retail establishments, except in age-restricted venues (bars, adult-only stores) and employee lounges.

Requires retail tobacco vendors to display warning signs and verify government-issued photo identification for customers who reasonably appear to be under 30 years old before sale.

Establishes penalties including class 3 misdemeanor for minors purchasing these products and petty offenses for violations of vending machine and retail sale requirements.
