Amends Arizona groundwater code sections 45-114, 45-432, 45-433, 45-434, 45-435, and 45-436 to modify procedures for designating subsequent irrigation non-expansion areas.

Requires petitions to include a numeric groundwater flow model and hydrologic report signed by a registered professional geologist or engineer, to be submitted within one year of receiving the petition form.

Clarifies that irrigation users eligible to sign petitions must be landowners who irrigated at least two acres within the prior five years and are capable of future irrigation; lessees and agents are ineligible.

Establishes that the director's final order designating an irrigation non-expansion area is not an appealable agency action, but judicial review is available on the thirty-first day after publication; only petitioners and those who submitted evidence at the hearing may seek judicial review.

Provides a three-year waiting period before a new petition can be filed if the director refuses to designate an area, and allows acres irrigated after a refusal decision to continue if the decision is later reversed on appeal.
