Prohibits state agencies and political subdivisions from requiring public works contractors to enter into neutrality agreements with labor organizations as a condition of bidding, negotiating, or performing work.

Removes previous prohibitions on contractors participating in apprenticeship programs registered with the U.S. Department of Labor, allowing such participation.

Defines "neutrality agreement" as an agreement to remain neutral toward labor organizations, release private employee information, allow property access beyond federal requirements, or recognize a labor organization without a secret ballot election.

Does not prohibit private parties from entering into individual collective bargaining relationships or interfere with activity protected by the National Labor Relations Act.

Applies the same neutrality agreement restrictions to energy facility projects requiring environmental compatibility certificates from the Arizona Corporation Commission.
