Amends Arizona Revised Statutes section 40-881 to establish minimum crew requirements for trains operating in Arizona.

Requires railroads to maintain a minimum of two operating employees in the control compartment of the lead locomotive unit while a train is in motion.

Requires railroads to maintain a minimum of two operating employees during remote control operations.

Exempts passenger, mail, and express trains from the new two-employee control compartment and remote control operation requirements.

Exempts switching operations, car inspection movements, and setouts in conjunction with road service from the new crew requirement provisions.
