Establishes focused rules and policies for complex rehabilitation technology products and services through AHCCCS, considering the customized nature and unique medical needs of patients with complex medical conditions.

Requires complex rehabilitation technology suppliers to be qualified entities that are accredited, enrolled as Medicare suppliers, employ certified rehabilitation technology professionals, and provide service and repair for all equipment sold.

Mandates that complex medical needs patients receiving manual wheelchairs, power wheelchairs, or seating components be evaluated by both a qualified health care professional and a qualified complex rehabilitation technology professional.

Exempts complex rehabilitation technology billing codes from bidding, selective contracting initiatives, and requires contractors to adopt similar policies and contract with any willing qualified supplier.

Defines "complex medical needs patients" as members with significant physical impairment or functional limitation, including those with spinal cord injury, cerebral palsy, muscular dystrophy, multiple sclerosis, and other specified neurological or physical conditions.
