Adds section 11-425 to Arizona Revised Statutes governing deputy sheriff and detention officer starting salaries in counties.

Sets minimum starting salary for deputy sheriffs at no less than five percent lower than the average starting salary of law enforcement officers from the two highest-paying law enforcement agencies in the same county, including the Arizona Department of Public Safety.

Sets minimum starting salary for detention officers at no less than ten percent lower than the average starting salary of detention and corrections officers from the three highest-paying county detention facilities in Arizona and the state Department of Corrections.
