Reduces mandatory community restitution hours for narcotic drug convictions from 360 hours to 24 hours when probation is granted.

Specifies that community restitution must be performed with agencies providing counseling, rehabilitation, treatment for substance abuse, medical treatment for controlled substance abuse, or victim services.
