Amends Arizona Revised Statutes section 11-831 regarding county review and approval of land divisions of five or fewer lots, parcels, or fractional interests.

Prohibits counties from requiring applicants to conduct a survey as a condition of issuing approval for land divisions or building permits.

Removes the requirement for applicants to provide statements from licensed surveyors or engineers regarding physical access traversability and instead requires disclosure to buyers about whether a survey was conducted.

Allows counties to still condition approval on meeting minimum zoning requirements, demonstrating legal access via title report, reserving utility easements, and obtaining acknowledgment that permits will not be issued until requirements are met.

Specifies that if review is not completed within 30 days of application, the land division is automatically deemed approved.
