Amends Arizona Revised Statutes sections 15-1306 and 15-1342 to modify governance and admission procedures for the Arizona state schools for the deaf and the blind.

Revises admission procedures to require that placement and evaluation teams include qualified representatives from home school districts who meet specific competency requirements regarding special education, general curriculum knowledge, and resource availability.

Establishes an annual placement meeting requirement for children enrolled in campus-based models to review placement status and determine if the schools remain the least restrictive environment.

Removes language referencing "accommodation schools" and clarifies terminology throughout the statute for consistency in special education placement and procedural requirements.
