Establishes a course choice and funding portability program allowing students in grades 6-12 to enroll in courses outside their school of record, with parent notification required by May 1 before the school year.

Requires the Department of Education to create and maintain an online catalog of eligible program courses (updated annually by July 1) approved by the State Board of Education, with information on student outcomes and ratings.

Limits student participation to fewer than half their required graduation courses per year, with students required to take a majority of courses at their school of record; school of record retains authority over diplomas, IEPs, and athletic eligibility.

Transfers average daily membership funding to the school providing program courses based on a formula of 1.0 divided by total courses taken or one-sixth membership per course (whichever is less), with combined funding across schools capped at 1.0.

Requires schools offering program courses to file notice with the State Board including course format, enrollment capacity, test proctoring plans, required equipment, and student support plans.
