Repeals the active early voting list (section 16-544) and eliminates automatic early ballot mailing to registered voters; requires electors to specify one of three reasons when requesting an early ballot: expected absence from precinct, religious observance preventing poll attendance, or status as absent uniformed services/overseas voter.

Mandates hand counting of all ballots for state, county, city, and town elections, eliminating electronic tabulating equipment for general use; requires counties to conduct mandatory hand counts of at least two percent of precincts (or two precincts minimum) with results compared to electronic tabulation within designated margins.

Removes on-site early voting locations established by county recorders; restricts early voting to mail-in ballots or emergency voting procedures for qualified electors meeting the specified criteria.

Eliminates sample ballot mailings to households with registered voters unless requested; removes provisions allowing sample ballots to be mailed to active early voters.

Changes ballot affidavit language to require early voters to specify their reason for voting early and confirm they are not on an active early voting list; effective December 31, 2022.
