Expands DNA collection requirements to include anyone arrested for any felony offense, rather than limiting collection to specific offense categories.

Requires DNA samples (buccal cells or bodily substances) to be collected within five days for juveniles arrested for felony offenses at advisory hearings and for adults charged with felonies summoned to court.

Adds a new category of persons subject to DNA testing under section 13-610 for those arrested for any felony offense, in addition to existing conviction and adjudication requirements.

Makes DNA collection a condition of bail or release on recognizance for felony charges, with failure to comply resulting in revocation of release.

Applies existing provisions for DNA sample use (law enforcement identification, criminal proceedings, and expungement procedures) to samples collected under the expanded arrest authority.
