Establishes the Alternative Prosecution and Diversion Program Fund administered by the Arizona Criminal Justice Commission, consisting of appropriated monies and gifts, grants, or donations.

Allocates fund monies to county attorneys for establishing and operating alternative prosecution and diversion programs that explore, develop, apply, and evaluate evidence-based practices to divert cases from prosecution.

Requires fund monies to supplement, not replace, existing alternative prosecution and diversion funding.

Mandates the Commission submit annual reports to the joint legislative budget committee by September 30 each year detailing fund usage and program outcomes from the previous fiscal year.

Appropriates $10,000,000 from the state general fund in fiscal year 2022-2023 to the fund, with the appropriation exempt from lapsing provisions.
