Amends Arizona Revised Statutes section 13-706 to expand the definition of "serious offense" to include unlawful mutilation, sex trafficking, smuggling, participation in human smuggling organizations, and trafficking of persons for forced labor or services.

Expands the definition of "violent or aggravated felony" to include the same additional offenses: unlawful mutilation, sex trafficking, smuggling, participation in human smuggling organizations, and trafficking of persons for forced labor or services.

Maintains existing sentencing requirements that persons convicted of serious offenses with two or more prior serious convictions receive life imprisonment with no eligibility for release until at least 25 years served.

Maintains existing sentencing requirements that persons convicted of violent or aggravated felonies with two or more prior violent or aggravated felony convictions receive life imprisonment with eligibility for commutation only after 35 years served.
