Establishes a Critical Incident Bureau as a division within the Department of Public Safety, subject to legislative appropriation.

Requires the superintendent of the Critical Incident Bureau to have a minimum of five years of experience in law enforcement administration.

Mandates that all law enforcement agencies in Arizona require the Critical Incident Bureau, a regional task force, or another law enforcement agency to investigate any critical force incidents, defined as firearm discharges by peace officers or use of deadly force by other means.

Authorizes the Critical Incident Bureau to conduct independent investigations of critical force incidents and, at the request of a chief of police or county sheriff, investigate criminal misconduct allegations against peace officers.

Appropriates $25,000,000 from the state general fund in fiscal year 2022-2023 to establish and maintain the Critical Incident Bureau, with the appropriation exempt from lapsing provisions; effective June 30, 2025.
