Amends Arizona Revised Statutes section 28-101 to expand the definition of "authorized emergency vehicle" to include personally operated vehicles registered to and operated by certified peace officers authorized to engage in off-duty law enforcement work.

Requires such personally operated vehicles to meet liability insurance requirements prescribed by the Department of Transportation to qualify as authorized emergency vehicles.

Makes conforming edits to other statutory definitions, including changing "selection of" to "selecting" in the dynamic driving task definition and removing redundant references to "federal motor vehicle safety standard 500" in low-speed vehicle definitions.
