Establishes a "Calculated Opportunity Index" to be determined annually by the Superintendent of Public Instruction by February 1, based on the percentage of students eligible for free or reduced-price lunches at individual schools compared to the statewide average.

Districts and charter schools receiving additional funding from the Calculated Opportunity Index must submit an annual report by October 15 showing academic growth of students at schools that generated the funding, using state-aligned assessments adopted before the school year begins.

Modifies the base support level calculation in Arizona Revised Statutes section 15-943 to include adding the teacher experience index (or 1.00, whichever is greater) plus the Calculated Opportunity Index, rather than multiplying by the teacher experience index alone.

For charter schools, adds 1.00 to the Calculated Opportunity Index in the base support level formula instead of using a teacher experience index.
