Establishes Chapter 40 in Title 36 of Arizona Revised Statutes to create a regulatory framework for trauma recovery centers providing treatment to crime victims.

Defines "trauma recovery center" as a treatment facility providing mental health services, assertive community-based outreach, care coordination among providers, family services for homicide victims, and a multidisciplinary clinical staff including psychiatrists, psychologists, and social workers.

Creates the Trauma Recovery Center Fund consisting of legislative appropriations, grants, and contributions, to be administered by the Department of Health Services to provide grants to eligible trauma recovery centers.

Requires eligible trauma recovery centers to adhere to guidelines developed by a national alliance of trauma recovery centers to receive grant funding.

Mandates the Department of Health Services to submit an annual report by October 1 to the Governor, legislative leaders, and Secretary of State detailing information about populations served by funded trauma recovery centers.
