Requires school districts and charter schools to acquire and display United States flags (at least 2 feet by 3 feet) manufactured in the United States in each classroom and on or near school buildings.

Mandates that grades 7-12 schools display legible copies of the U.S. Constitution and Bill of Rights (manufactured in the United States) adjacent to classroom flags.

Requires kindergarten through grade 6 students to recite the pledge of allegiance during a designated daily time, with opt-out available upon parental request.

Requires grades 4-12 students to engage in daily quiet reflection and moral reasoning for at least one minute, with opt-out available upon parental request.

Exempts private schools, parochial schools, and homeschools from these requirements.
