Amends Arizona Revised Statutes section 16-411 to modify provisions governing election precincts, polling places, and emergency voting centers.

Restricts emergency voting centers to situations involving genuine emergencies such as war, civil unrest, or natural disaster that substantially impairs voters' ability to vote on election day.

Changes terminology from "emergency" polling places to "nonelectioneering" polling places and allows electioneering restrictions only when facilities refuse to allow political activity or when exhaustive efforts to find alternative venues have been unsuccessful.

Requires county recorders to post lists of nonelectioneering polling places on their websites at least two weeks before election day, specifying the reason for the designation and the number of attempts made to find alternative locations.

Maintains Secretary of State authority to establish maximum allowable wait times and methods to reduce voter wait times at polling places during primary and general elections.
