Appropriates $3,000,000 from the state general fund in fiscal year 2022-2023 to the Arizona Commerce Authority for a grant program focused on STEM learning and workforce development.

Prioritizes funding for rural and semirural areas to build STEM networks and hubs connecting business, education, community, and government entities.

Targets funding toward schools and school districts for teacher training in STEM literacy, out-of-school STEM programs, museums and science centers, and higher education workforce development.

Exempts the appropriation from lapsing provisions and designates it as ongoing funding intended for future years.

Requires the Arizona Commerce Authority to submit a report by December 31, 2022 to the President of the Senate and Speaker of the House detailing the distribution of grant monies.
