Prohibits physicians and health care professionals from providing gender transition procedures to individuals under 18 years of age, including puberty-blocking drugs, cross-sex hormones, and gender reassignment surgery.

Bans public monies from being used to fund gender transition procedures for minors and prohibits the Arizona Health Care Cost Containment System from reimbursing such procedures.

Prohibits private health insurance plans in Arizona from covering gender transition procedures for individuals under 18 years of age.

Designates referral for or provision of gender transition procedures to minors as unprofessional conduct subject to disciplinary action by health profession regulatory boards.

Allows private parties to enforce the law through civil action for damages and injunctive relief within two years of the violation, with provisions for recovery of attorney fees by prevailing parties; establishes exceptions for treatment of disorders of sex development and medical emergencies.
