Repeals and replaces article 4.2 of title 36, chapter 6, Arizona Revised Statutes relating to public health control.

Prohibits governmental entities and businesses in Arizona from enforcing COVID-19 vaccination requirements or mask-wearing requirements on students without parental consent or on employees.

Defines "governmental entity" as the state and any political subdivision that receives and uses state tax revenues.

Establishes violation of the prohibition as a class 1 misdemeanor, with county attorneys authorized to prosecute violations.

Designates the act as the "Health Care Freedom Act."
