Requires school districts that provide district-wide communications via electronic platforms to prominently display a public option on their website to receive these communications.

Prohibits school districts from removing persons from electronic communications distribution lists unless the person affirmatively elects to no longer receive communications.

Prohibits school districts from disclosing electronic communications distribution lists for district-wide messaging to any third party.

Authorizes the Attorney General or county attorney to sue for violations, with civil penalties of $2,000 per email address disclosed in violation, and allows school districts to terminate employees responsible for violations.
