Expands grounds for voter registration cancellation to include persons issued a driver license or identification from another state, with the Department of Transportation providing monthly lists to the Secretary of State for comparison against voter registrations.

Requires 90-day notice and opportunity to provide satisfactory evidence of qualification before cancellation for non-citizenship, out-of-state identification, or other disqualifications under section 16-101.

Directs county recorders to monthly compare voter registration databases against Social Security Administration records, SAVE program (citizenship verification), and EVVES system, and to regularly review relevant city, town, county, state and federal databases to verify voter qualifications.

Requires jury commissioners and managers to forward summary reports to the Secretary of State and county recorders identifying persons who claim non-citizenship or reside outside the county, with information limited to what is necessary for accurate voter registration identification.

Requires the Secretary of State to report quarterly to the Legislature on death reports received from the Department of Health Services and corresponding voter registration cancellation notices issued to county recorders.
