Requires contractors and subcontractors performing construction, alteration, repair, or maintenance work on Arizona power plants to use a skilled and trained workforce for apprenticeable occupations in building and construction trades.

Mandates all workers in the skilled and trained workforce complete at least 20 hours of approved advanced safety training within the past three calendar years, with curriculum approved by an Arizona power plant safety committee.

Establishes a phased implementation schedule requiring contractors to employ skilled journeypersons at increasing percentages: 20% by January 1, 2024; 35% by January 1, 2025; 45% by January 1, 2026; 60% by January 1, 2027; and 100% by January 1, 2028.

Requires skilled journeypersons be paid at rates commensurate with wages in their occupation and geographic area, with a minimum floor of the seventy-fifth percentile of occupational employment statistics.

Imposes civil penalties of at least $1,000 per day for workforce requirement violations and back wages plus penalties for wage rate violations, with license suspension or revocation possible for three violations within five years.
