Requires high school graduates and high school equivalency diploma recipients to pass a civics test based on the U.S. citizenship and immigration services naturalization test, with a passing score of at least 60 of 100 questions through the graduating class of 2025.

Increases the passing score requirement to at least 70 of 100 questions beginning with the graduating class of 2026.

Allows students in grades 7 and 8 to take the civics test early, and if they score 70 or higher, they are exempt from retaking it in high school.

Permits school districts and charter schools to determine the method and manner of administering the test, and allows students to retake the test until they achieve a passing score.

Requires all school districts and charter schools to report aggregate civics test data by grade level to the department of education, including median scores, pass/fail percentages, and other required metrics, for public posting on school report cards.
