Requires hospitals to develop visitation policies allowing patients daily in-person visitation by a designated visitor of their choice, including spouse, parent, or child.

Permits physical contact between patients and visitors, especially during end-of-life care, unless a physician determines the visitation poses health and safety risks or could harm the patient.

Establishes a review process where patients or representatives may request a meeting with the physician and hospital's chief medical officer, chief of staff, or chief executive officer within 24 hours if visitation is denied.

Allows denied visitors to file complaints with the department if their request is not resolved at the review meeting.

Excludes the Arizona State Hospital and other licensed facilities under the superintendent's jurisdiction from these requirements.
