Adds prohibition requiring governing boards to reject any textbook or instructional material that contains matter reflecting adversely on persons based on race, ethnicity, sex, religion, disability, nationality, sexual orientation, or gender identity.

Applies the new content prohibition to both common schools (Section 15-721) and high schools (Section 15-722) during textbook approval and selection processes.

Updates terminology in textbook approval statutes by replacing "prior to" with "before" and "funds" with "monies" for grammatical consistency.

Requires school districts to maintain copies of proposed textbooks available for public review for at least 60 days before approval in both common and high schools.

Maintains existing requirements that textbook review and selection committee meetings be open to the public with opportunities for public comment.
