Amends Arizona Revised Statutes Section 16-317 to expand the secure online signature collection system for nomination petitions to include superior court judges, justices of the peace, and constables.

Requires the secretary of state to provide a secure internet portal allowing qualified electors to sign nomination petitions for these judicial and law enforcement offices, with identity verification and election officer transmission of filings.

Permits candidates to collect up to the minimum number of required nomination petition signatures through the online system as an alternative to traditional paper collection methods.

Applies the online signature collection system only to candidates for city or town elected office, county office (including the newly added judicial and constable positions), and precinct committeeman offices.

Designates the act as an emergency measure operative immediately upon enactment.
