Establishes a new Major Incident Division within the Department of Public Safety to conduct independent criminal investigations of critical force incidents.

Requires all law enforcement agencies in Arizona to use the Major Incident Division, regional law enforcement task forces, or another law enforcement agency to investigate critical force incidents.

Defines "critical force incident" as any firearm discharge by a peace officer during a use of force encounter or any incident involving a peace officer's intended use of deadly force that results in death or serious bodily injury, whether on-duty or off-duty while acting under color of authority.

Appropriates $24,400,000 from the state general fund in fiscal year 2022-2023 to establish and maintain the Major Incident Division and $600,000 to the Arizona Criminal Justice Commission for regional law enforcement task forces.

Becomes effective June 30, 2025.
