Prohibits unlawful purchase, solicitation, advertisement, or possession of used catalytic converters and nonferrous parts, with exceptions for automotive recyclers, industrial accounts, scrap metal dealers, and commercial motor vehicle parts businesses in their ordinary course of business.

Requires persons purchasing used catalytic converters or nonferrous parts to electronically submit transaction records to the Department of Public Safety in accordance with section 44-1644.

Mandates scrap metal dealers retain used catalytic converters and nonferrous parts in original form for at least seven days after purchase at their place of business.

Expands electronic reporting requirements for scrap metal dealers to include transactions involving used catalytic converters purchased from industrial accounts or other scrap metal dealers, with specific identifying numbers and markings required.

Increases civil penalties for scrap metal dealer violations to $2,000 for second violations and $2,000 more than the previous penalty for third and subsequent violations; violations of catalytic converter restrictions are class 1 misdemeanors.
