Repeals felony murder rule (Section 13-1105, subsection A, paragraph 2) that allowed murder convictions when a death occurs during commission of specified felonies without requiring intent or knowledge that conduct would cause death.

Limits first degree murder convictions to: (1) intentional or knowing conduct causing death with premeditation, or (2) intentionally causing death of a law enforcement officer in the line of duty.

Removes felony murder as a basis for death penalty sentencing; death penalty eligibility limited to premeditated murder or murder of law enforcement officers.

Allows persons currently serving sentences under repealed felony murder statute to petition for postconviction relief and resentencing to terms not exceeding presumptive sentences for the underlying predicate felony, with credit for time already served.

Amendment applies retroactively to sentences imposed under the repealed felony murder rule before the effective date of the act.
