Prohibits retaliation against Arizona developers or users who use alternative payment systems, including through demotion of search rankings, increased fees, or delayed app review timelines.

Exempts special-purpose digital application distribution platforms (such as gaming consoles and music players) from these requirements.

Authorizes the Arizona Attorney General to investigate violations and brings civil actions, and allows private parties to sue for damages including attorney fees after providing 60 days' notice to the Attorney General.
