Establishes the military transitional housing fund administered by the Arizona Department of Housing director, consisting of federal sources including affordable housing legislation funds and undesignated donations.

Monies in the fund are continuously appropriated and exempt from lapsing provisions; funds must be spent on newly constructed transitional housing in cooperation with veteran-owned and for-profit organizations serving military members transitioning to veteran status.

Fund monies may only support transitional housing for military members separating from or recently separated from the military and cannot be spent on unoccupied hotels and motels designated for homeless veterans.

Director must submit an annual report by September 1 to the legislature detailing fund status, funded facilities, costs, geographic locations, and number of individuals served during the preceding fiscal year.

Department may use up to 10 percent of annual fund monies for administration; must notify local jurisdictions of planned projects and seek comment before proceeding without interfering with local zoning or land use regulations.
