Requires school districts and charter schools to hire at least one school counselor or school social worker for every 550 students beginning in the 2027-2028 school year, if sufficient monies are appropriated.

Allows schools with fewer than 550 students to either hire one counselor/social worker on a part-time basis or enter into an intergovernmental agreement with other districts to contract for these services.

Establishes a School Counseling or School Social Work Plan Grant Fund administered by the Department of Education to assist schools with implementing counseling or social work plans.

Requires grant applicants to submit comprehensive plans including community resource relationships, evaluation methods, confidentiality policies, parent notification procedures, referral processes, and service scope descriptions.

Appropriates $19 million for fiscal year 2022-2023, increasing to $95 million by fiscal year 2026-2027 for the grant fund.
