Establishes a state broadband office within the Arizona Commerce Authority, directed by a state broadband director who serves at the pleasure of the chief executive officer.

Authorizes the chief executive officer to hire staff for the office to coordinate implementation of local, state, and federal broadband programs and execute federal broadband grant applications.

Directs the office to provide guidance and support to stakeholders on navigating regulatory and permitting processes for broadband infrastructure projects and to advise partners on broadband policies and practices.

Requires the office to solicit stakeholder feedback to develop long-term broadband policy priorities and work with local, state, and federal partners to develop plans improving internet connectivity and resiliency.

Mandates the office publish and maintain a State Broadband Plan detailing strategies and tactics to achieve the state's broadband goals, with authority to develop implementing rules and guidelines.
