Allows persons otherwise qualified to vote to register during the 28 days immediately preceding an election if they have been a resident of the county and precinct for at least 29 days preceding the election.

Permits same-day voter registration at polling places on election day by completing a registration form and providing proof of residence.

Requires voters who register within 28 days of an election or on election day to vote by provisional ballot as prescribed by law.

Limits registration under this article to federal offices (including presidential electors), statewide and countywide offices, and legislature; excludes partisan primary elections.

Directs the secretary of state and county election officers to promptly implement this article.
