Amends Arizona Revised Statutes sections 41-1103 and 41-1104 to modify legislative compensation provisions, changing references from section 41-1904 to Article V, Section 12 of the Arizona Constitution.

Establishes annual salary for legislature members as determined by the Arizona Constitution rather than statutory provision.

Modifies subsistence reimbursement structure by removing the 120-day limitation for regular sessions and establishing annual caps of $10,000 for members within Maricopa County and $40,000 for members outside Maricopa County.

Maintains travel reimbursement at the federal mileage rate and subsistence payments of $35 per day for Maricopa County members and 100 percent of the average of the six highest months of federal per diem for out-of-county members.

Becomes effective only upon approval of a constitutional amendment by voters at the next general election via House Concurrent Resolution.
