Creates remembrance special plates in Arizona, requiring a $32,000 implementation fee to be paid to the department by December 31, 2022, with the design subject to department approval.

Establishes a $25 fee for remembrance special plates ($8 for administration and $17 as an annual donation), with donations deposited into a newly created remembrance special plate fund.

Requires the first $32,000 collected in the fund to reimburse the person who paid the implementation fee, with remaining monies allocated to a 501(c)(3) nonprofit entity established in 2012 that provides grief support services for children and families.

Allows remembrance special plates to be combined with personalized special plates at the director's discretion, subject to combined fees for both plate types.

Amends state highway fund statutes to exclude remembrance special plate administration fees and donations from highway user revenues and to clarify fund deposit and usage requirements.
