Adds a new complimentary hunting and fishing license category for veterans who are Purple Heart medal recipients and have been Arizona residents for one year or more.

Modifies existing reduced-fee hunting and fishing licenses for veterans with service-connected disabilities to specify the discount is up to twenty-five percent less than the full license fee.

Creates a youth hunting and fishing license for reduced fees available to residents who are either Eagle Scouts or Girl Scouts Gold Award recipients.

Requires the Arizona Game and Fish Commission to submit an annual report to legislative leadership detailing license classifications, fees, permits, tags, stamps, and other prescribed fees.
