Repeals and replaces Arizona Revised Statutes Section 40-212 to grant the Arizona Corporation Commission oversight authority over broadband service and voice over internet protocol (VoIP) services.

Requires the Commission to adopt rules ensuring broadband infrastructure resiliency and reliability, including mandatory outage reporting from internet service providers.

Mandates the Commission establish rules for network safety, emergency preparedness, and post-emergency restoration, with minimum power backup requirements for internet service providers.

Directs the Commission to conduct evaluations and audits of broadband and VoIP infrastructure regarding public safety, resiliency, quality, universal access, and affordability.

Requires the Commission to submit annual reports to the legislature on progress toward achieving resiliency, quality, public safety, universal access, and affordability goals for broadband and VoIP services.
