Prohibits school district employees and their spouses from serving on the governing board of the school district that employs them.

Prevents elected or appointed governing board members from being employed by the school district they served on for two years after leaving office, and allows districts to extend this restriction beyond two years.

Requires county school superintendents to publish candidate statements for school district governing board members on their websites, including candidate photographs, statements not exceeding 500 words, and disclosure of relationships to current board members or other candidates.

Restricts immediate family members with the same household of residence within four years prior from simultaneously serving on or being simultaneous candidates for five-member governing boards.

Maintains existing qualifications for governing board members, including that they must be registered voters who have resided in the school district for at least one year before election.
