Prohibits counties from requiring more than one motor vehicle parking space per residential dwelling unit in urbanized areas through land use regulations, general or specific plans, or building or use permit conditions.

Defines "residential dwelling unit" as a building or structure used as a home or residence by one or more persons maintaining a household, or a mobile home regardless of land ownership.

Defines "urbanized area" as an urbanized area as designated by the United States Census Bureau in the decennial census.
