Amends the definition of "infant" in Arizona child care facility regulations from "twelve months or younger" to "eighteen months or younger" (or eighteen months or younger if not walking).

Allows child care facilities using documented educational philosophies and least restrictive environment practices to use floor bedding instead of cribs for infants, subject to specific safety and maintenance requirements.

Establishes requirements for floor bedding including dimensions (2-3 inches thick, 3-4 feet long, 2-3 feet wide), placement standards (18 inches apart, 18 inches from walls, 2 feet from objects), and daily cleaning and sanitization of the floor.

Requires a staff-to-infant ratio of at least 1:4 in resting areas, with new staff members supervised for the first 90 days and all resting area staff certified in CPR and first aid.

Requires facilities to provide written notice to the department 30 days before implementing floor bedding use, and allows the department to require installation of cribs if facilities fail to comply with requirements.
