Increases earned release credits for prisoners convicted of drug offenses from 3 days per 7 days served to 5 days per 6 days served if they complete substance abuse or other major self-improvement programs and are not serving sentences for serious, violent, or dangerous crimes against children offenses.

Creates a new tier of earned release credits (2 days per 6 days served) for prisoners without prior violent or serious felony convictions who complete educational, vocational, or self-improvement programs.

Removes the functional literacy requirement as a condition of release for inmates on earned release credits, though literacy programming remains available; eliminates the prior restriction that linked literacy achievement to community supervision eligibility.

Requires victims to receive notice within 30 days when a prisoner qualifies for earned release credits under the new provisions, similar to existing notice requirements for release dates.

Applies retroactively to prisoners serving sentences on the effective date who meet the new eligibility requirements under amended section 41-1604.07.
