Reclassifies drug paraphernalia violations from class 6 felony to class 3 misdemeanor and adds exception for narcotic drug testing products used to detect fentanyl.

Adds "participating court" definition to drug treatment and education fund administration to include superior courts, municipal courts, and justice courts.
