HB 2740 Summary

• Establishes the nurse-home visitor grant program within the Department of Health Services to provide evidence-based nurse-home visiting services to first-time, low-income expectant mothers who enroll before the third trimester, continuing through the child's second birthday.

• Grant recipients must provide assessments, screenings, care coordination, case management, preventive education, nurse-delivered interventions, and referrals to health and social services; services delivered to voluntary participants in their preferred location including homes, telehealth, or non-clinical settings.

• Department shall prioritize organizations already delivering the nurse-family partnership model or capable of beginning evidence-based services within 90 days of award; eligible entities include public/private organizations, nonprofits, local government, and tribal nations.

• Grant recipients must submit annual data on participant demographics and services addressing maternal/newborn health, child injury reduction, school readiness, crime/domestic violence reduction, family economic self-sufficiency, and community resource coordination.

• Department must report annually to legislature on grants awarded, participating organizations, participant enrollment numbers, visit frequency, and health/well-being measures; program sunsets June 30, 2026.
