Amends section 41-1080.01 of Arizona Revised Statutes to expand initial state licensing fee waivers to active duty military service members' spouses and honorably discharged veterans discharged not more than two years before application.

Maintains existing fee waiver for individual applicants whose family income does not exceed 200 percent of federal poverty guidelines applying for their first license.

Excludes applicants for licenses under title 36, chapter 4, article 10 or chapter 28.1 from fee waiver eligibility.

Requires the Department of Administration to report annually to the President of the Senate, Speaker of the House, Joint Legislative Budget Committee, and Governor's Office of Strategic Planning and Budgeting on total waived licensing fees by agency and purpose.

Effective July 1, 2022.
